Alan has a substantial fire safety background and maintains an active role in the technical side of the company.

A former Senior Fire Safety Officer in both London and Kent Fire Brigades, he entered the private sector as a Fire Engineer with Butler & Young Group Ltd, the largest independent Building Control Body, and became the Manager of their Fire Engineering Division. After a further period as Principal Fire Engineer with a leading Fire Safety Consultancy, he set up Impact Fire Ltd with the intention of setting standards that others would struggle to match.

 
Extensive experience has been gained in the Public and Private Sectors, providing Design Teams with Fire Safety Strategies on large and complex projects, including the upgrading of the London Underground system as a subcontractor to WS Atkins (Atkins Station Design Team).

Public Sector Experience

Home Office: Building Estate Management Unit (BEMU)

He was employed as the Fire Adviser during the period leading up to the introduction of the Regulatory Reform (Fire Safety) Order 2005.

Based at the Home Office HQ in Westminster, the role included:
  • Providing guidance on all aspects of fire safety legislation and its implementation on the Home Office estate.
  • Drafting responses to questions raised by MPs, reviewing building plans for Home Office building projects, and other public buildings referred for comment under the 'Better Public Building Initiative'.
  • Writing the Fire Evacuation Strategy and Fire Safety Manual for the new Home Office HQ (2 Marsham Street) and representing the Home Office on all fire safety issues associated with its occupation.
  • Drafting the Approved Code of Practice to the Building Regulations for the fire safety design of Police Custody Suites (PD5) and chairing the Committee that developed the document.
  • Creating an online guidance document for the introduction of the Regulatory Reform (Fire Safety) Order 2005 within the Home Office.
  • Writing the fire safety requirements and performance specifications for private companies tendering for the running of prisons and detention centres.

Ministry of Justice: National Offender Management Unit
  • Carried out Fire Risk Assessments at three prisons in Kent.
Ministry of Defence Contractors: EADS Astrium
(‘X’ – highly sensitive – site)
  • Directed and oversaw a complete review of fire safety systems and procedures.
  • Co-wrote the Fire Safety Guidance and Strategy for the Anechoic Chambers.
  • Carried out various plan reviews for architects acting for the client.
  • Reviewed the site Fire Risk Assessment.
Metropolitan Police

As their external specialist Fire Safety Trainer, Alan has provided seminars at a number of venues, including Hendon, covering the role of the Responsible Person under the Regulatory Reform (Fire Safety) Order 2005 and Fire Safety for Custody Officers. A contribution was also made to the forces Fire Safety Policy document.

Local Authorities

Alan has undertaken Fire Risk Assessments, provided Fire Safety Strategies and Plan Reviews, as well as Fire Safety Training etc with a number of authorities.



Experience Gained Prior to Current Position

Foreign and Commonwealth Office (FCO)

Alan has provided expert guidance on the fire safety design of British Embassies throughout the world in cooperation with the security advisers. Fire Risk Assessments were carried out in many countries, either prior to occupation or on a routine basis.

British Council (BC)

Alan carried out Fire Risk Assessments – some of which were carried out as part of a contract with BC, but often only as a gesture of goodwill while working for the FCO and dealing with a nearby embassy.


Health and Safety Executive (HSE)

Alan provided general fire safety advice and vetted Fire Risk Assessment reports carried out by other fire engineers.

He assisted an HSE inspector with an investigation that led to the successful prosecution of Greenwich Borough Council under the Health and Safety at Work Act.
