The Regulatory Reform (Fire Safety) Order 2005 requires the Responsible Person to ensure that a Fire Risk Assessment is carried out by a nominated Competent Person, or persons. It is a requirement of the legislation that this person is appointed. The RRFSO says that "a person should be considered competent if they have had sufficient training and experience or knowledge and other qualities to enable them to implement the assessment". The level of competence required will largely be determined by the size, complexity and use of the premises. The question often asked is "how can I know what level of competence is sufficient?" This is a difficult question to answer - as the level of competence required forms part of the assessment!
